The Building Resiliency Center is making the building process faster and easier.
Thinking about building or buying a home in Paradise? Thanks to the Building Resiliency Center (BRC), affectionately dubbed “The Brick,” you’ll have all the resources you need to get started.
Located at 6295 Skyway Road in Paradise (the old Bank of America building), the BRC is an office building housing a variety of departments fully dedicated to helping families make Paradise a home. “The BRC,” said Tony Lindsey, Community Development Director, “was created to be a one-stop-shop to reduce frustration and expedite reconstruction with all of the information, stipulations, and regulations under one roof.”
With a variety of departments, including Planning, Wastewater, Building, Code Enforcement, and Fire Prevention, the BRC brings together experienced staff to advise on all elements of the building process. And the BRC doesn’t just help people wanting to rebuild—they’re here to help existing homeowners and prospective buyers, too.

Staff at the BRC (“Rebuild Advocates”) are present to help with the process.
They can answer specific questions about planning, like environmental concerns related to the wastewater septic division, or guide you to financial resources for the most cost-effective build. Whatever your plans for building, they’re here to help.
Come with questions, permits, plans, or just good old curiosity.
No matter where you’re at in the process, the BRC has the resources you need.
These resources include:
- Property files to research properties
- Connections to contractors
- Cooperators people can speak with in person
- The Contractors State Licensing Board is in every other week
- PG&E is stationed in the parking lot once a month

Helping Paradise Rebuild since 2020
It’s been busy since the BRC first opened in January 2020, with residents new and hopeful taking advantage of the resources the center has to offer. And the numbers in town continue to pay testament to that fact: As of July 6, 2022, the Town has:
- 2400 building permit applicants
- 1452 certificates of occupancies
- 740 single-family units
