NEWS THIS WEEK:

  • Tree Removal- Butte County Fire Safe Council Dead and Dying Tree Removal Program: This Tree Removal Project is focused on removing merchantable dead and dying trees over 12” in diameter that could inhibit new construction. Due to limited funding, we can only help certain landowners who meet specific qualifications within the footprint.

    To Qualify, Landowners Must –

      • Have pulled a building permit on the property where tree removal will be conducted. 

      • The property must be within the Camp Fire footprint.

      • 70% of the dead and dying trees to be removed from the property must be conifers. Harvestable trees (Cedar, Pine, Fir) are necessary to offset the high costs of tree removal.

      • Have at least 20 harvestable trees between the property with a building permit and those directly adjacent. 

      • Be paying for reconstruction themselves. 

      • Own property directly adjacent to properties with building permits pulled.

        • Assistance from landowners receiving this announcement by contacting landowners directly adjacent to tree removal is appreciated. 

      • *This program will be conducted on a first-come, first-serve basis. Due to limited funding, we cannot guarantee we will be able to help all qualified landowners in need of tree removal.*

  •  Love Paradise – Make a Difference Day Friday, Oct. 25 and Saturday, Oct. 26th:  For the last three years, the Love Paradise group has organized volunteers for days of service and beautification in the Paradise community.  This year, in the aftermath of the Camp Fire, Love Paradise is back and ready to host another day of volunteering – this time to clean up our streets as we prepare to welcome our neighbors back to observe the one-year anniversary of the Camp Fire on November 8th.  


    On Friday, October 25th and Saturday, October 26th, Love Paradise will hold a “Make a Difference Day” cleanup day throughout Paradise.  Volunteers will be picking up trash, metal or other objects on sidewalks and along paths, clearing weeds and planting flowers.  The Paradise Adventist Church, the Town of Paradise, the Paradise Garden Club, California Hope Center, the Paradise Church of Latter-Day Saints, Chico State, and Butte College, are all coming together to volunteer along with community volunteers.  Join us at 8:30 am on Friday the 25th or Saturday the 26th at Paradise Community Park!  

  • Voting for the new “Paradise” sign has started. As a community, we were pleased to have received a number of inspiring submissions for the future Gateway to Paradise Sign. The thought, care, and passion shown by the designers is a testament to the creativity and strength of our community. Once the votes are tallied, we will make a formal announcement of the winner and progress towards plans permitting and construction. The sign committee is doing their absolute best to make sure that past and present residents of Paradise have the ability to observe the 7 designs and vote.   • This month's Community Information Meeting was held on Tuesday, October 1st at 6 pm. This meeting was focused on insurance in the burn scar area. Hundreds were in attendance to hear updates from Rebuild Paradise and the Deputy Commissioner of the California Department of Insurance.   • Tree Removal:  The Government Hazard Tree Removal Program, which is currently approved for properties along public roads, will be available at no out-of-pocket cost to property owners who complete and sign a Tree Right-of-Entry (ROE) form in a similar manner to the debris removal program.  The Town and County will open Right-of-Entry Centers in the coming weeks to collect ROEs. More information will be provided soon about which properties are eligible for the Program, ROE Center locations, and information meetings for community members. The Town continues to work with Cal OES and FEMA to advocate for including private roads in this program.  We hope to have more information on that initiative soon.

  • This weekend is Johnny Appleseed Days at Terry Ashe Park where local businesses will give demonstrations and display their wares, and Paradise will host artisans from all over the state and beyond selling a variety of handicrafts. The ever-popular children's area will feature face painting, games for the young and old alike and prizes. Johnny Appleseed will visit and tell stories. The town will be giving away 500 apple pie making kits. There will be continuous entertainment both days. Don't miss out on a time-honored tradition.

  • Paradise Blues & Brews is taking place this weekend at Paradise Community Park on Saturday, Oct. 5th. There will be fun and talented Blues music by 7 bands. Wine, Beer, Food raffles and dancing. Looking for a great crowd!

  • The Butte County Job Fair presented by Alliance for Workforce Development is the area's largest employment event. It will be held on Wed. Sept. 25th, between 12 - 4:00 pm hosted at 1705 Manzanita Place Chico, Ca. Over 40 employers will be recruiting all under one roof. This is every job seekers dream-employers from all sectors, looking for every experience level from entry to executive! Don't Miss Out! 

  • The next Community Information Meeting is coming up on Tuesday, October 1st at 6 pm. This meeting will be focused on insurance in the burn scar area. Tony Cignarale, Deputy Commissioner with the California Department of Insurance office, will provide information on issues the Department is seeing related to homeowners’ insurance claims from the Camp Fire. He will provide some tips on getting claims delays and disputes resolved.  Tony will also provide information on the current homeowners’ insurance market relating to the availability and affordability of homeowners’ insurance in certain parts of the State. You will hear tips on what you can do to find homeowners’ insurance if your insurance company non-renews you.  

    There will also be a presentation from the US Census Bureau and insurance companies who are currently writing policies on the ridge will be available to speak with after the meeting. 

    We expect a large turnout, please join us early. If you can’t be there physically, the meeting will be streamed live on Facebook. 

  • The North Valley Community Foundation’s Butte Strong Fund announced on Wednesday that it has committed an another $1 million in cash assistance to Camp Fire survivors, $500,000 to keep tree removals on track, a grant to help restore ambulance service to Paradise, and money to fund two recovery centers in Magalia.

NEWS THIS WEEK:

  • The Town of Paradise may be getting an Emergency Room soon. The bill to have one built has been passed by both Houses and is now on Governor Newsom's desk waiting for approval. We will let you know when we have a final decision but this is great news for the rebuilding efforts.

  • Local and state officials are currently negotiating with the Federal Emergency Management Agency to reimburse the removal of at least some of the trees. We hope to have a definitive answer soon. We know trees are an urgent concern for people wanting to rebuild.

  • The Town is on track to receive 500 building applications by the end of the year!  Initially, the Town expected to receive about 200 applications by December 31st, but stronger than expected interest in rebuilding has surpassed our projections.

  • NEW PROGRAM: USDA Home Repair Loan and Grant Pilot Program: Rural Development’s Home Repair Loan and Grant Pilot Program increases the maximum amount of assistance available to very-low-income homeowners, as well as improves access to the program in an effort to better assist those in need. This program helps repair, improve, and modernize homes in eligible rural areas.

  1. Eligibility: 

      • Own the home and lot and occupy the house

      • Be unable to obtain affordable credit elsewhere

      • For grants, be 62 or older and not be able to repay a loan

      • Have a family income below 50% of the area median income. Butte County income limits: 

        • 1-4 person family $33,250

        • 5-8 person family $43,900

  • NEW PROGRAM: State Controller’s Office has announced applications being accepted for the Property Tax Postponement (PTP) Program.

    • Benefit: Defer current-year payment of property taxes on their principal residence.

    • Eligibility:

      -Homeowners who are seniors, blind, or have a disability.

  • Governor Newsom signed legislation that will temporarily waive the requirement that all new homes be built with solar panels for homes rebuilt after the Camp Fire.  Homes must be rebuilt prior to January 1, 2023, to be eligible for the exemption.   

  • Paradise Recreation and Park District (PRPD) will bring the Ice Rink back to Paradise starting November 7, 2019!  They are currently looking for sponsors and for seasonal employees to work at the rink. For more information, contact PRPD at (530) 872-6393. The deadline to apply is Sept. 23rd.

  • Council Recap - Town Council met on Tuesday the 10th and took action on several items:

    • Council approved the zoning ordinances to prohibit railroad tie structures or retaining walls, set the minimum size for a primary dwelling at 750 sqft, and approved a 2 year period in which property owners with dwellings less than 750 sqft prior to the fire could submit plans to rebuild a similar-sized structure.  They also approved the requirement that manufactured homes be no more than 10 years old from the date of manufacture.

    • Council approved a zoning ordinance amendment allowing properties with legal non-conforming use 2 years to reconstruct their dwelling without having to go through the usual application and hearing required.  This exemption from the hearing process does not apply to properties in the Central Business Zone (Downtown area).

    • Council gave direction to staff to issue a Request for Proposals (RFP) for the environmental study for the sewer project.

    • Council approved the defensible space ordinance presented by the Fire Chief which would prohibit any combustible material immediately adjacent to structures and allow only low-growing vegetation within 5 feet of any structure or building.  

    • November 8th was officially designed “Camp Fire Remembrance Day”, and there will be 86 seconds of silence observed for the 86 lives lost at 11:08 am.

NEWS THIS WEEK:

  • We’ve had a few more businesses opening in Paradise. Welcome, Nic’s Café (coming very soon) and Plumbline Plumbing. We are happy to have you!

  • The Town is on track to receive 500 building permit applications by the end of the year!  Initially, we estimated we would receive about 200 applications by December 31st.  We are very encouraged by the numbers we are seeing. 

  • The Town of Paradise hosted its second monthly Community Information Meeting on Tuesday, September 3rd at 6 pm at Paradise Alliance Church. This was an opportunity for the community to hear directly from agencies working to rebuild the community. This allows for the most up-to-date information to be presented to the community. We encourage all Camp Fire survivors to join us, either in person or online on the Town of Paradise Facebook page. If you missed it, there is a link to the Facebook Live https://bit.ly/2lCptUA

  • While the Town works with NRWS, Cal OES, Cal Fire and other agencies to reopen the green waste facility on American Way, the Neal Road Landfill is a good option for green waste. There is a separate entrance for non-commercial trucks, and the line isn’t too long if you go before noon.  The Town is getting very close to a solution that will allow us to reopen the green waste facility in Town, stay tuned!

  • The Town is working on abating properties that have not signed up for debris removal.  There are less than 100 properties that didn’t sign up for either the State program or the alternative program through the County.  After sending courtesy notices and making numerous phone calls to the property owners, the Town has now begun the process through the courts to remove the debris on the properties.  

  • Calling all contractors! We would like to streamline the process of connecting property owners to builders by working with Rebuild Paradise on a master plan library. NEWS THIS WEEK:

  • The Paradise High School football team had their season opener Friday, August 23rd with an amazing turn out and a win to start the season off on a high. 

  • The Neil Road Dump will accept green waste until the Paradise Green Waste Facility opens up. There is a separate entrance for non-commercial trucks, and the line isn’t too long if you go before noon.

  • Valley Contractors Exchange is holding a Builders and Building Officials Forum on Aug. 30th, 3-5 pm at the Butte College Skyway Center. Building Staff from the Town of Paradise will be on hand to answer questions.  RSVP for this free event at (530) 343-1981.

NEWS THIS WEEK:

  • The Town of Paradise hired a new Disaster Recovery Manager, Laura Page. We are so excited for her to take on this new position. 

  • The Butte Strong Fund announced on Monday morning that on Friday its grant committee awarded 17 grants totaling more than $800,000 for Camp Fire recovery efforts.

  • Butte County will open a satellite building permit center at the Paradise Library on Clark Rd. Days/Hours of operation will be M, T, Th from 9 am to 3:30 pm. This center will be for residents whose property is outside of Paradise Town Limits to get building permits and information without having to travel to the Oroville Office. They held a small Ribbon Cutting ceremony and Open House on Tuesday, August 20th.

  • Beginning August 15, 2019, those displaced by the 2017 Northern California wildfires and 2018 Camp Fire can apply for aid through an independently administered Wildfire Assistance Program funded by Pacific Gas and Electric Company (PG&E).

NEWS THIS WEEK:

  • The Town held the first monthly Community Meeting on August 6th. These meetings will be held the first Tuesday of every month. Reports included local agencies: PID, PUSD, PG&E, Butte County, Butte 211, Vector Control, Del Oro, Paradise Police Department, and The Chamber of Commerce. The event gave the community a venue to hear information from each agency directly. If you missed it and would like to hear the updates there is a Facebook Live available https://bit.ly/2M4ToB2 and https://bit.ly/31lU3By (there was a technical difficulty and was broken into two parts) 

  • A PG&E contractor is trenching along the Skyway from Chico up to the former Tuscan Ridge Golf Club to provide underground electric and communication lines for a worker housing site. Work is expected to continue through mid-September in the south shoulder of eastbound Skyway. Both lanes of eastbound traffic will remain open with only the shoulder closed at work locations. Motorists are advised to be aware of workers and equipment working on the shoulder. For about a week, crews will need to close one lane on the Skyway but will do so at night when traffic is light. The week will be scheduled as the project progresses.

  • Team Rubicon will be coming to the area and falling trees at properties with structures where people are residing. They will begin in the southern portion of Magalia and the northern area of Paradise to consolidate their teams for efficiency. They will come back at a later date (not set) for limbing and removal of those trees. If you are interested please email them at R9info@TeamRubiconUSA.org or by phone at 213-712-6200. Please also include what Zone you’re in on the ROE to help organize the sign-ups.

  • The Town’s first monthly Community Meeting is next Tuesday, August 6th at 6 pm.  This meeting is dedicated to hear updates directly from our local agencies like PID, PUSD, CAL OES, FEMA, Butte County etc. It’s open to the public and is at the Paradise Alliance Church 6491 Clark Rd.  We encourage all Paradisians to attend!

  • Makeitparadise.org is live! This is a complete resource for all things Paradise including a go-to guide for the rebuilding process to help residents and contractors. Under the Rebuild tab, you’ll find a handy checklist designed to walk you through the steps required for permitting throughout the building process. It’s available online and you can download and print for easy reference.

  • The Chico Clinic will be held on August 3 and 4 at the Silver Dollar Fairgrounds. Anyone in need will be offered free dental, medical and vision care. Patients must register for services the day before they intend to come (Friday morning registration for Saturday, Saturday morning for Sunday).  We encourage Camp Fire survivors to attend. It is from 7am-5pm on both days.

• According to Butte County Mosquito and Vector Control District (BCMVCD), residents and visitors to Paradise should use mosquito repellant that includes DEET.  For more information about mosquitos, or to report a mosquito breeding area, please visit http://www.bcmvcd.com.

• Paradise Irrigation District has lifted their no-drink advisory on 41 properties so far.  They are having a community meeting to talk about their process and timelines in more detail on Monday July 15th at 6pm at the Paradise Alliance Church – 6491 Clark Rd. 

• Paradise Unified School District is busy with preparations for their move back to the ridge for the first day of school on August 15th.  They are cleaning, painting and putting new furniture in their classrooms to make sure the kids have a nice place to return to.

• Currently, 151 crews are working on debris removal.  Each crew makes between 10 and 20 trips per day hauling debris.  That equates to between 1,500 and 3,000 trips made in and out of Paradise by debris removal trucks for the state program every day!

• The Home Builders Resource Expo Exhibitor was a huge success with an amazing turnout from the public!  There were 90+ vendors including informational booths from the Town of Paradise Building Department, Butte County, Cal OES, Paradise Irrigation District, building materials and techniques, manufactured homes, modular homes, stick built homes, and concrete, and financing. There were also classes and educational sessions available on subjects like how to choose a contractor, avoiding scams, financing help.

• In Case you Missed it: On June 25th, the Town Council voted unanimously to adopt the Long-Term Community Recovery Plan. 

The presentation of community vision included the projects that were previously presented to the public for feedback.  These projects are not all Town-led projects---some projects will be undertaken by other agencies, entities or non-profits (e.g. PID is the lead on repairing the water system.)  The Town Council will have an opportunity to prioritize the town-led projects at its goal setting session in July).  All projects will go before the council at future meetings—some projects will go before the council many times during different phases of the project (e.g. design, engineering, grant approvals, etc.) All projects have different priorities, cost estimates, and proposed funding sources---these are all estimates.

• *The State of California is bringing in additional resources to close the gap between the number properties that have been cleared of debris, and those that have been certified clean through soil testing.  Final clearance of properties has been slow, and the State will address that through additional teams to speed up the soil testing and clearance process.

• Long Term Recovery:  What’s Next:  On June 25th, UDA will give their final presentation on the recovery vision, which includes 40 recovery projects identified through the visioning process.  Find out more about the recovery projects and give your input through our online survey at www.makeitparadise.org.  

• ICYMI: On June 18th, the Town of Paradise announced that it and PG&E have accepted a mediator’s proposal of $270 million to resolve the Town’s Camp Fire claims, resulting from the 2018 Camp Fire. The Mediator’s proposal is exclusive of and does not affect the claims of any residents, individuals, or businesses.

The payment is to be incorporated in, and subject to confirmation by the Bankruptcy Court, a plan of reorganization to be filed by PG&E in its pending Chapter 11 case. The settlement is part of a total settlement of $1 billion to be paid to local government entities pursuant to the confirmed plan of reorganization.

“The Town of Paradise will rebuild, and this is an important step towards our recovery,” said Paradise Mayor Jody Jones. “On behalf of the Town, we hope to receive the money as soon as possible so we can put it towards rebuilding our infrastructure and providing those necessary services for community resiliency.”

• Property owners: Please help reduce the risk of another fire! Weeds and brush are growing quickly after a wet winter and are now drying out fast. Property owners (or a company they hire) can go on their property to remove weeds prior to debris removal, as long as they don’t disturb the ash footprint.

NEWS THIS WEEK:

• Paradise High School’s Graduation is a little over a week away! Come and celebrate our Seniors on Thursday, June 6th @ 8pm. Location: 5911 Maxwell Dr. (Paradise High School).

• On May 22nd – The Town held a Council meeting where UDA presented 5 goals, identified through the community feedback, along with 40 recovery projects that stem from those goals. They also presented ideas for building code changes that would potentially make Paradise more fire safe. Council took no action at this meeting, just received public feedback. The project boards for the building code changes are at Town Hall until May 30th to receive more public input.

Next Steps – Town Council will consider the building code changes at the June 11th Council meeting and will give staff direction on each idea.  On June 25th, UDA will give their final presentation on the recovery vision, which will lead into the formal drafting a long-term recovery plan for the future.

• Town of Paradise has amended its curfew declaration, reducing the hours to be between 11 pm and 5 am. Now that it is staying lighter later, and more businesses are opening, we want to make sure residents can do the things they need and want to do, without worrying about the curfew. The curfew helps our Police Officers keep residents and property safe while debris removal is happening, and many properties are vacant.

• Pacific Gas and Electric Company (PG&E) announced on May 22nd that it will put all electric distribution power lines underground in the Town of Paradise and some of the surrounding areas as the town rebuilds from the Camp Fire.
